LET'S SAY ALL 23,500 VOTES COUNT. WITH A DIFFERENCE OF ALMOST 2,500 VOTES BETWEEN THE 2 GROWTH MEASURES, L WOULD HAVE TO NET APPROXIMATELY 60% OF THE REMAINING VOTES OVER MEASURE E - NOT IMPOSSIBLE BUT NOT LIKELY.
